Evaluator Retraining Requirements

Retraining Requirements for Teacher and Principal Evaluators

Retraining requirements are connected to each individual’s license renewal cycle.  All evaluators who have taken the initial evaluator pre-qualification training(s) must complete the retraining within their next 5 year renewal cycle following the cycle in which they completed the initial training.

Participants can use the Evaluator Retraining Academies for BOTH the evaluator retraining requirement and the annually required Administrator Academy.  A person can complete both the Professional Practice Administrator Academy and the Student Growth Administrator Academy during the same year in order to fulfill evaluator retraining requirements; however, only one would meet the yearly Academy requirement.

The chart below provides a guide for determining when retraining must be completed.

If I took the initial pre-qualification training before I renewed my license in 2017

Retraining must be completed by June 30, 2022 when I am due to renew my license

If I took the initial pre-qualification training before I renewed my license in 2018

Retraining must be completed by June 30, 2023 when I am due to renew my license

If I took the initial pre-qualification training before I renewed my license in 2019

Retraining must be completed by June 30, 2024 when I am due to renew my license

If I took the initial pre-qualification training before I renewed my license in 2020

Retraining must be completed by June 30, 2025 when I am due to renew my license

For Example:  Academies can be taken in any order within a license renewal cycle.

To meet the retraining requirements, you must complete specific approved administrator academies.

Principal Evaluators: Take Professional Practice Retraining Academy designed for Principal Evaluation AA#1865 and Student Growth Retraining AA#3000

These can be taken in order during the renewal cycle.

#12751 Professional Practice Focusing on Domains 2 and 3 of the Danielson Framework AA #1448

Administrators who evaluate teachers must demonstrate a high rate of inter-rater reliability and communicate evaluation outcomes in constructive and supportive ways. Administrators who evaluate teachers must also recognize and control for bias when conducting an evaluation and determining results. School districts in Illinois must provide professional development to administrators to strengthen these skills on a sustained basis. This course focuses on Domains 2 and 3 of the Charlotte Danielson 2013 Framework for Teaching. This course requires participants to view teaching, record data according to the Professional Practice rubric, and craft evaluation conferences that are both constructive and supportive. Participants will also be expected to have a high degree of inter-rater reliability when they determine a final rating based on the evidence gathered during the observations.

This Administrator’s Academy fulfills the State Professional Practice for Principal Evaluator.        

This is the one required student growth retraining course for teacher and administrator evaluators who are renewing their designations required to evaluate educators.

Participants will learn how to:

1. Use assessments and measurement models identified by the Joint Committee in determining student growth attributable to individual principals/teachers and understand how different types of assessments are used for measuring growth.

2. Use data from the evaluation rubric, other evidence collected, and best practices relative to evaluating student growth to link principal/teacher and school level professional development plans to evaluation results.

3. In collaboration with principal/teachers, create supportive, targeted professional development plans that consider past results, contribute to professional growth, and assist teachers and principals in aligning professional development and goal setting to school improvement goals.

4. Communicate evaluation outcomes and findings in constructive and supportive ways that enable teachers/principals to set goals and improve practice.

#12688  Principal Evaluator Retraining AA #1865

This Administrator’s Academy fulfills the State Professional Practice for Principal Evaluator.        

The Administrative Academy seeks to improve interrater reliability in the assignment of performance evaluation ratings for principals.  Using case studies, participants will collect evidence and use the Illinois Standards for Principal Evaluation to evaluate and rate principal performance. Participants will use data collected from the case studies and compare the data to best practices for evaluating principals and assistant principals.  This data will also be analyzed to prepare administrative and school-level professional development plans.  In a collaborative and supportive way, participants will prepare a targeted professional development plan that considers past results and contributes to professional and personal growth.  This plan will be aligned to the school improvement plan.  The instructional environment indicators will be analyzed.  The purpose of the professional development plan is to communicate the outcomes and findings is such a manner that the principals and assistant principals set goals for improvement.  Participants will their personal biases while making these decisions. 

Learning Target(s) or Outcomes(s):

1.        Participants will communicate evaluation findings in a constructive, support, and unbiased manner including analyzing indicators around the instructional environment. 

2.       Participants will apply the Illinois Standards for Principal Evaluation in the rating of an administrator and incorporate indicators about the instructional environment within schools.

3.       Participants will demonstrate a high rate of inter-rater reliability, including data and evidence, with an understanding of personal bias and how to control for it when determining required performance evaluation ratings.

4.       Participants will be able to use data (rubric, observation, student growth, other) to create a targeted professional development plan in collaboration with the principal.
