Substitute Teaching License Requirements

You must hold a bachelor’s degree or higher, from a regionally accredited institution of higher education in order to be a Substitute Teacher.  This will allow you to Substitute in any of the grade levels PreK-12.  Please note that this license is valid for 5 years and may be renewed if the individual passes an approved Illinois test of basic skills.  An individual who has passed an IL test of basic skills will not be required to retake the test for subsequent renewals.

You must apply for the Substitute License online at ELIS.  There is a $100 fee to apply payable online with credit or debit card.  Once you have applied for this license you then need to send your official transcript to either the Illinois State Board of Education Educator Licensure, 100 N 1st Street, Springfield, IL 62777 or the Regional Office of Education, Attn:  Brandi Schwanke, 3430 Avenue of the Cities, Moline, IL 61265.

Once your license has been approved/issued in ELIS you must then go back into your account and register your license to the proper county.  “Rock Island County #49” there is a fee of $50 for registering your certificate.

Substitutes will also be required to have a physical and TB test done.  You must also be fingerprinted after your license is issued, the fee is $60 cash or $63 on debit or credit card.  Fingerprinting is done at your Regional Office of Education. Substitute fingerprint form
